2. Make a blog or a website
3. Fill it with Content for your Topic, remember Google love Content
4. Sign Up for Adsense Account at here
5. Wait at least 3 days until 1 week, you will receive e-mail from google
6. If you're Accepted go to manage your account and activated it, now you can fill your web page or your blog with Google Adsense Content, Search Engine, or Referrals

7. If you aren't Accepted make other web page or blog with new topic, it may help (remember if you're not Accepted make your new web page or blog with more Content, remember Google Love Content!)
